It's because he is odd, he's not like everyone else. He's not afraid to be himself. He does his own thing! He is happy! He is brave! And he loves his friends.
I really enjoy reading the original story over and over, year after year. It makes me laugh and want to do something silly. There are lots of additional Tacky adventures, but I think the first one is the best.

Tacky is an odd bird. Not at all like the other neat, sleek, tasteful penguins. He is a bit eccentric with his splashy cannonballs, unusual dress, and loud hearty greetings. But at the end of the day it is Tacky's annoying behaviors that save all the penguins from the terrible hunters.
